DCs urged to be responsible to maintain rule of law

The district administrators have been urged to work responsibly to maintain the rule of law in the country. They have been instructed to increase their communication with the government to implement government decisions at the field level. In addition, the DCs have been instructed to create employment opportunities at the grassroots level, increase the scope of taxpayers, prevent corruption, and manage the food grain distribution program in an orderly manner during Ramadan.

These instructions were given by various responsible persons of the government on the second day of the District Commissioners’ Conference yesterday. The DC Conference is organized every year to provide face-to-face exchange of views and necessary directions between the government’s policymakers and the District Commissioners and Divisional Commissioners. This conference is considered to be particularly important during the interim government’s period after the August 5 mass uprising. Because this is the first DC Conference of the interim government.
Yesterday, a courtesy call was held between the DC and divisional commissioners with the Chief Justice at the Supreme Court outside the working session of the DC conference. Highlighting the responsibilities and roles of the District Administrators at the event, Chief Justice Syed Refat Ahmed said, ‘The judiciary and district administration of a district, although two separate pillars, stand inseparably. The objectives of both pillars are the same. The responsibility of the judiciary is to uphold human rights and ensure justice. And the responsibility of the executive department is to uphold the rule of law, implement policies, maintain stability and facilitate governance. Although the nature of work is different, the work of the judiciary and the executive department should be consistent. It should not be contradictory in any way. I hope that the District Administrators will work responsibly in maintaining the rule of law.’

At the conference, Senior Secretary of the Cabinet Division Dr. Sheikh Abdur Rashid said, “We have noticed that in the districts where there is a coordination between the learned District Judge, Deputy Commissioner and Superintendent of Police, there is peace and progress. We are hopeful that such a desired coordination will be created everywhere.”

Supreme Court Registrar General Aziz Ahmed Bhuiyan delivered the welcome speech at the event.

Financial Advisor Dr. Salehuddin Ahmed said, ‘We have asked the DCs to increase communication with the government. Agriculture is now a big source in rural areas. If that were not the case, we would not have been able to feed so many people. We have asked the DCs to pay attention to that.’

Power and Energy and Road Transport and Bridges Advisor Faozul Kabir Khan said, “We have highlighted the resource constraints before the district administrators. We have found the economy in a ditch under the interim government. Foreign exchange reserves were $42 billion in 2021, and have dropped to $20 billion; money has been laundered. Due to these reasons, we have highlighted the problems we are facing in paying the price of fuel.”

Anti-Corruption Commission (ACC) Chairman Dr. Mohammad Abdul Momen has instructed district administrators not to cover up news of major corruption cases through collusion. He said, “Even though minor corruption cases are reported, many major corruption cases through collusion are covered up. Contractors, department heads or journalists do not report the news. News of corruption should not be covered up or hidden. The district administrators have assured me that they will work on it.”

Food and Land Advisor Ali Imam Majumdar said that DCs will be instructed to distribute food grains in an orderly manner during Ramadan. He said, “One lakh tons of rice will be distributed in two months, out of 50 lakh tons, through TCB. Another one lakh tons will be distributed through OMS. Besides, one crore families will get 10 kg of rice free of cost during Eid. There are some other such programs. A large amount of food grains will be distributed at affordable prices and free of charge in certain areas during the month of Ramadan. I have instructed DCs to manage that program in an orderly manner.”

Supradeep Chakma, advisor to the Ministry of Chittagong Hill Tracts Affairs, has said that the DCs will be instructed to take the development of the Chittagong Hill Tracts to the highest level. He said, “The Chittagong Hill Tracts is one-tenth of Bangladesh. Everyone wants us to develop it. Let’s further enhance our regional relations. Let there be development of education, improvement of living standards, improvement of the environment, everyone wants this and we have jointly felt that it needs to be developed. To make the country beautiful.”
